Evil!Lily, who works in the Department of Mysteries and seems to have acquired a Hermione-esque 'Ends mostly justify the means' kind of attitude during the course of her work. And she has a licence to preform the Unforgivables, which she abuses when in the market for a Secret Keeper. And using that Secret Keeper as a human 'coin to be flipped'.
