What is the deal with advertising cards, dolls etc on TV for a series that doesn't even aire here yet?

I've been wondering about that one for years and years.

I imagine it's to hype up the series when it DOES arrive by flaunting their character designs.

But since most of the character designs on telly are a bit yicky anyway unless you have prior knowledge of the character, I simply don't know.
